The United States filed to strongarm the United Nations into ratifying an international treaty banning all forms of cloning, including cloning for research, i.e. stem cell research.

The European community wanted a clone stoppage as well, but only for reproductive cloning. But the divide between the opposing sides was such that the UN will instead issue a declaration that says, hey, sometimes cloning is okay, unless you're cloning Hitler.

This time I mean it: Don't clone Hitler.
